As the humanitarian crisis in Venezuela continues, the risk of hyperinflation and mobility restrictions severely constrain access to basic goods and services. To date, around 8 million Venezuelans have left the country. IRC has responded to the crisis by working with local organizations supporting Venezuelans within Venezuela and across the larger diaspora, providing health, nutrition, WASH, economic recovery, protection, and education services.

**Purpose of the Role**

The Senior Program Coordinator (SPC) will provide leadership and day to day management of IRC’s programs implementation in Venezuela, under the supervision of the DDP for Colombia. The Sr. program Coordinator will be responsible for leading the programmatic quality and overseeing the smooth running of the IRC’s programs’ implementation in the field offices. S/he will serve as focal point for the coordinators from Health, Women Protection and Empowerment, Child Protection, Education and Economic Recovery and Development. The SPC will also represent the Venezuelan program when needed, ensuring a high level of visibility and acceptance of IRC programs. The Senior Program Coordinator participates in the Senior Management Team and will drive program, implementation, which requires effective coordination with all departments across the country program.

**Specific Responsibilities**

**Program management (planning, implementation & future development)**
- Support program coordinators and partnerships team in the accompaniment and follow up with local partners in line with IRC’s Partnership Excellence for Equality and Results System (PEERS) approach. Work closely with partnership staff and programs to identify new local partners.
- Under the leadership of DDP and in close coordination with technical coordinators, ensure timely planning, implementation and follow up of IRC’s multi sector programming, including health, women’s protection and empowerment, protection, economic recovery and development and education and other sectors as relevant.
- Monitor the progress of projects against work plans and budgets and provide appropriate support to coordinators and managers and other program staff to ensure that work plans are adjusted as needed, targets are met, and budgets are spent out in compliance with IRC internal and donor policy and procedures.
- Ensure the procurement planning support to sector coordinators and base staff (both program and support), in close coordination with the Supply Chain Coordinator.
- Ensure that program and grants teams conduct routine monitoring visits to implementation sites to ensure donor compliance and quality program implementation.
- Keep abreast of the specific local context, needs, gaps and constraints to anticipate issues that may affect program implementation, recommending appropriate adjustments as needed and roll out timely actions.
- Ensure consistent collaboration with field leadership and the support areas such as finance, supply chain, HR, grants to ensure program implementation is collectively planned and coordinated.
- In collaboration with DDP and technical program coordinators, lead participatory, innovative, and inclusive proposal design and development processes for Venezuela, ensuring that projects are data-driven and aligned with the IRC´s Strategy Action Plan (SAP) and IRC’s Strategy100.

**Leadership and Staff Management**
- Direct supervision of program coordinators from the multiple sectors in Venezuela.
- Ensure performance objectives and key performance indicators are established and regularly reviewed for direct reports.
- Provide regular constructive feedback to direct reports, and support direct reports in performance management of their team members.
- Under the guidance of DDP, promote appropriate norms and establish necessary measures that makes IRC Venezuela a safe and healthy working environment for both female and male staff.
